of the Council & minute of the Gov?, and sanctioned by

resolution.

At the end of each Quarter, a statement of payments authorized

in excess of the Estimates is also submitted to the Council for sanction.

All these votes and excesses over the Estimates are included after the close of the year in a Schedule entitled "Schedule of Sums expended

and not included in the Estimates" and submitted to the Council with a Supplementary Appropriation Ordinance, which is in reality a legislation sanction

of

indemnity for money already expended-
